Trade Update: TAA Defeated, TPA Delayed

June 15, 2015

On June 12, the U.S. House of Representatives rejected renewal of the Trade Adjustment Assistance (TAA) program in a vote of 126-302 after House Minority Leader Nancy Pelosi, D-Calif., announced she would vote against it, dealing a significant blow to President Obama's efforts to pass trade promotion authority (TPA).

Minutes after TAA was defeated, the House went on record, in a symbolic 219-211 vote, in favor of giving Obama TPA. The delay in passing TPA stems from the fact that the House needed to approve both TPA and a reauthorization of the TAA program in order for a Senate-passed bill containing both measures to advance through the House and make it to the president's desk.

TAA is a federal program of the United States government that offers training for U.S. workers affected by free trade and aims to reduce the overall damaging impact felt by certain sectors of the U.S. economy.
