New Requirements Countdown for U.S.-Canada LTL Shipments

Beginning November 1, 2012, all U.S. freight carriers with Canada-bound shipments must electronically transmit information about their customers' shipments as well as dispatch-related information to the Canada Borders Services Agency (CBSA) and receive permission to enter Canada before reaching the border. 

In 2004, the CBSA implemented the first of three phases of the Advance Commercial Information (ACI) program. This multiphase program covers all modes of commercial entry across the Canadian border, making the cross-border trade process virtually paperless as well as more secure and compatible with North American and international standards. 

The first two phases of the program covered the cargo shipments transported via air and sea. This third phase, called eManifest, focuses on carriers for all highway and rail shipments. All cargo carriers must comply fully with eManifest by Nov. 1, 2012.
